 ECA Cert 


The DoD has established the External Certification Authority (ECA) program to support the issuance of DoD-approved certificates to industry partners and other external entities and organizations. The ECA program is designed to provide the mechanism for these entities to securely communicate with the DoD and authenticate to DoD Information Systems.

Access to the Hanscom milCloud requires either a CAC card or a valid ECA certificate.

To get a DoD ECA Certificate do the following:

1. Go to any of the ECA vendors that have been approved by DoD:

a. Operational Research Consultants, Inc. (ORC)
b. Symantec, Inc.
c. IdenTrust, Inc.

2. Purchase Medium Assurance DoD ECA Cert by following the directions at the web site of the provider you select.

3. Load your Cert into your Bowser and go to Hanscom milCloud

4. Click the REGISTER button in the top-right and follow the instructions, enter any specific requests into the comment field

5. You will get an email when your CONS3RT account is approved

6. Use the ECA Cert to login to Hanscom milCloud henceforth
