Purpose:

Cyber attacks on commercial and government networks and information systems are growing at a pace that exceeds our ability to defend against them. Organized attacks, perpetrated by nation states, terrorists and criminals represent a serious threat to national security.

The purpose of this conference is to examine the question of whether deterrence concepts, known and acknowledged in more traditional conflicts, can be applied to the cyber realm to dissuade potential adversaries from attacking U.S. networks. The outcome of the conference will give insights into the potential policy implications of Strategic Cyber Deterrence as a means of reducing cyber attacks.
