Steven R. Perkins

As Senior Vice President and General Manager for Oracle Federal, Steve Perkins is responsible for overseeing and managing Oracle's sales, consulting, product strategy, and development initiatives in the Federal market.

As General Manager for Oracle Federal, Mr. Perkins delivers software solutions to complex business problems in Defense, Intel, Civilian and the commercial Health Industry focusing on information management, COTS, and internet computing. Value to our customers is provided through lowest cost of ownership (NCA), rapid implementation of COTS solutions, and self service through internet computing.

Previously, Mr. Perkins served as Senior Vice President for Worldwide Financial Services developing Oracle's product and marketing strategies for the financial services market. In addition, Mr. Perkins managed Oracle's sales and consulting business worldwide for this vertical.

During the four years prior, Mr. Perkins was Senior Vice President of Oracle's North American Consulting Services where he managed a staff of 1,800. This business entailed full life-cycle consulting projects spanning applications implementation, architecture design, and custom development for commercial clients. He established vertical consulting businesses in both Financial Services and Communications.

Before joining Oracle, Mr. Perkins was a Vice President at Booz×Allen & Hamilton in New York City where he managed the Financial Services Technology practice in Europe and the United States and Information Technology consulting in the Eastern United States. He consulted on corporate IT strategy for global companies such as General Electric, IBM, American Express, and JP Morgan. Perkins began his consulting career with Arthur Young & Co. where he led systems development initiatives for the Department of Defense and Civilian agencies. Additionally, after graduate school he spent five years as a financial analyst at the Department of Justice.

He holds a Masters degree in Public Administration from American University.
