Governance

AFEI is governed by a Board of Directors. The Board consists of the Chairman, the immediate Past Chairman, the Vice-Chairman, the Chairman of the Executive Committee and twenty-seven elected members. The Board of Directors has within the limitations of applicable law, and the By-laws, control and management of the affairs of the Association; determines and enunciates all Association policies; and elects from among its members a Chairman and Vice Chairman. The Directors establish Board Committees required for Association management; and have the power to initiate, implement, and execute any measures whatsoever which in its judgment shall be necessary to further the interests of the Association and achieve its objectives.

Dr. Margaret E. Myers, Ph.D.
Director, Information Technology and Systems Division
Institute for Defense Analyses

Margaret Myers is currently Director, Information Technology and Systems Division for the Institute for Defense Analyses, where she focuses on helping the Defense enterprise achieve an information advantage as it engages in cyberspace.  Previously, she was the deputy to the DoD Deputy Chief Information Officer.  She was appointed to the SES in 1992 as Deputy Commander and Technical Director of the Army Operational Evaluation Command.  She earned a B.A. in mathematics from Colorado College, an M.S. in operations research from American University, and a Ph.D. in information technology from George Mason University.  She is a graduate of the Army War College.

Mr. Brown is the Chairman and CEO of two employee-owned companies, EMSolutions and Template Software.  EMSolutions is an engineering firm that provides systems, network, and software engineering to U.S. Government clients.  Template Software is a provider of advanced software products, custom solutions, and professional services with a focus on collaborative, data-driven decision support applications.
Mr. Brown has more than twenty-six years experience in advanced technology development including enterprise software solutions, large-scale systems integration, information technology consulting, and weapon systems development.  Prior to founding EMSolutions and Template, Mr. Brown spent eleven years managing the Government Operations Division of an advanced software product company.  His work included the development and customization of enterprise integration, workflow, and business process software technology.

Bryan Aucoin

Bryan Aucoin is the Founder and President of Alanthus Associates, Inc.   Alanthus provides solutions architectures, information and data architectures, enterprise architectures, and program management and systems engineering services to clients in the public and private sectors. Mr. Aucoin was the Chief Architect within the Office of the Chief Information Officer, Director of National Intelligence.  He has over 25 years of experience in program management, systems engineering and architecture, primarily in the Intelligence Community.   He received a Masters Degree in Electrical Engineering from Virginia Polytechnic Institute and a Bachelor's Degree in Electrical Engineering from Tulane University.

Linda Bernardi

With leadership experience spanning over two decades, Linda Bernardi has a strong vision and passion for emerging and future technologies. Linda has launched StraTerra Partners, a consultancy offering strategy services in enterprise oriented technologies. StraTerra Partners works closely with large enterprises and technology providers.

She is an active technology investor, entrepreneur and board member. Linda is a successful entrepreneur and has held several senior executive leadership positions in high-tech across key verticals, and strategic consulting. In 2001 she founded ConnecTerra, Inc., the leading software provider connecting RFID technology to large enterprise IT.  As the CEO, Linda successfully grew the business, and sold ConnecTerra to BEA Systems in 2006. Most recently she was the VP of Strategy and Innovation at Capgemini, involved in building the global technology ecosystem of the company.  Linda was the SVP of strategic development at PPD (Pharmaceutical Product Development), Inc. where she focused on strategic acquisitions/integration of various technology and genomics companies and new innovations in clinical trials. Prior to that, Linda was the SVP of global business development and alliances at BBN (Bolt, Beranek & Newman), a think-tank based in Cambridge, MA, where she had spent the first decade of her career.

Linda has a Masters degree in applied statistics from UCLA. She serves on the boards of the SETI Institute, the International Museum of Women, on the council of advisors for Astia, and is Emeritus board member at the Anita Borg Institute. She has been elected as chair of the high-tech chapter of the National Defense Industry Association (NDIA) effective January 2009.

Brian Geehan, MG USA (Ret.)

Major General Brian I. Geehan enlisted in the Army in 1969, attended the United States Military Academy Preparatory School and graduated from the United States Military Academy in June 1974. 

Some of General Geehan’s major duty assignments included Commander, 296th Forward Support Battalion, 2nd Infantry Division, Republic of Korea; Assistant Chief of Staff, G-4, 2nd Infantry Division, Republic of Korea; Commander, 325th Forward Support Battalion, 25th Infantry Division, Schofield Barracks, Hawaii; and Commander, Special Operations Support Command (Airborne), Ft Bragg, North Carolina.  He attended the United States Army War College, Carlisle Barracks, Pennsylvania in 1994.

As a General Officer, General Geehan served as the Director of Logistics and Engineering, J4, United States Pacific Command, Camp H. M. Smith, Hawaii; Commander, 1st Corps Support Command (Airborne), Ft Bragg, North Carolina; Commander, U. S. Army Transportation School and Center, Ft Eustis, Virginia; and as the Director of Logistics and Engineering, J4, United States Central Command, MacDill AFB, Florida

In 2008 General Geehan led the Defense and Intelligence business unit of Indus Corporation, a Washington DC based information technology company responsible for 235 employees in five divisions providing information technology support and services to the US Army, US Air Force, US Special Operations Command and the Joint Staff.

General Geehan joined Microsoft Corporation as the General Manager of its DoD Services Group, US Public Sector Services on 1 June 2009 and is responsible for delivery of Microsoft IT services and support to the Army, Navy, USMC, Air Force, Joint Staff and the Combatant Commands. 

Tom Goodman

Tom Goodman is the Public Sector Business Director – Intelligence Programs at CA, Inc. (formerly Computer Associates.)  In this role, Mr. Goodman is responsible for leading CA’s efforts to pursue opportunities on national level programs throughout the intelligence community.  This effort includes solution architecture and design, program capture, and support to agencies that support the warfighter.
Mr. Goodman was most recently the Chief Information Officer for a publicly traded defense contractor prior to coming to CA.  Mr. Goodman has nearly 30 years of experience and has held senior positions in the healthcare, wholesale distributing, and wireless industries.

 

Ray Haller

Mr. Raymond Haller is senior vice president and director of MITRE’s Department of Defense Command, Control, Communications, and Intelligence Federally Funded Research and Development Center (DoD C3I FFRDC). He is responsible for stakeholder and sponsor relations integration across the DoD C3I FFRDC work program, business operations, and advancing the Center’s overall strategy.
Previously, Mr. Haller was senior vice president of the Command and Control Center, one of two operating centers in the DoD C3I FFRDC. responsible for integration, partnerships, and transformation, including the identification, initiation, and execution of joint activities. In addition, he initiated and led the C2C’s partnerships with other DoD FFRDCs.

Alan Harbitter

Alan Harbitter is currently a consultant operating under Harbitter Consulting, LLC.  In 1985, he co-founded an information technology (IT) services company, PEC Solutions Inc., and was jointly responsible for its growth to a publicly traded company with over 1700 employees. He served as Chief Technology Officer and Chief Operating Officer of that company. In 2005, Dr. Harbitter and his partners negotiated the sale of PEC to Nortel Networks, Inc.  Dr. Harbitter’s areas of technical expertise include: information system performance, security, and architecture. His areas of business expertise include small/medium company development and operation.

Dr. Harbitter has over 30 years of diversified experience in IT analysis, and implementation.  Recently, he has been active in homeland security-motivated initiatives to improve information-sharing among state, local, regional, and Federal justice organizations. To that end, he has played a leading role on the Department of Justice “Global” committee that is working to develop a security architecture to support sharing of enforcement, investigative, and intelligence information on a nationwide basis.

Dr. Harbitter received his bachelor’s degree in electrical engineering from Cornell University, his master’s degree in computer science from the University of Maryland (UMD), and his doctorate in computer science from George Mason University (GMU).  At GMU, his research concerned information security and, specifically, authentication in large and wireless networks. He is well published in the area.

  
Bob Kiggans

Mr, Kiggans joined SCRA in 1987 as Director of Research and Vice President of the Advanced Technology Group.  In 1998 the group was spun off from SCRA to become the Advanced Technology Institute and Mr. Kiggans was named its first President and CEO.  Bob rejoined SCRA in 2006 as the Cj=hief Operating Officer.  He previously served as Director for C3I Advanced Systems at Cincinnati Electronics, and is the former Deputy Director, Information Science and Technology Office, DARPA.  Mr. Kiggans was appointed by the Department of Commerce as the US Head of Delegation on the Intelligent Manufacturing Systems Council.  He serves on the following Boards:  ATI, AFEI, ITI, PDES, Inc., and the Silver Crescent Foundation.  He holds a Bachelors degree from The Citadel; Master of Science degree from the Air Force Institute of Technology and is a Tau Beta Pi Eminent Engineer.
 
Jim Lasswell

INDUS Technology President and CEO, Jim Lasswell, has worked in the engineering field for over 30 years.  He received a BS degree from USNA in 1963, then two technical MS degrees, and an MBA.  During his careers he spent 20 delightful years in the U. S. Navy, retiring from NAVSEASYSCOM as a Commander and as Program Manager for Vertical Launch ASROC and ASWCS MK 116-Mod 5, 6 & 7.  He commanded USS SAFEGUARD and served on Destroyers and Amphibious ships.

After retirement Jim joined Eldyne, Inc. as the Eastern Region Technical Director and later moved to Electromagnetic Technology, Inc. as Vice President.  After uncounted acquisitions he survived the bloodshed and by default became the President of Ogden’s $180 Million Defense Sector.  Shortly after achieving this lofty position he was tagged to preside over the divestiture of all Ogden defense companies.  The first of which became part of the company that became ANTEON.  Financial analysis, euthanasia and rebuilding became part of his quiver as he presided over the last sale that took place in March of 2000.  At this time he moved directly to INDUS as COO; a government services company founded by his late wife and himself.  Credited with setting up the accounting system, developing the Strategic Business Plan, capitalization, contracting and business development, Jim is diverse in both education and experience.  Jim took over as President upon the death of his wife, Dr. Kathy Sridhar.  Today INDUS is over 250 people and frequently the winner of Best of the Best Places to Work for in San Diego.

 

Dave Linthicum
Independent Consultant and Technology Author

In his career David S. Linthicum (Dave) has assisted in the formation of many of the ideas for modern distributed computing including EAI (Enterprise Application Integration) and B2B application integration, Service Oriented Architecture (SOA), and synergies between existing enterprises and the emerging Web, approaches and technologies in wide use today. 

Dave is the former CEO of StrikeIron, a next generation Web services marketplace, and the former CEO of the Linthicum Group, LLC, a leading think tank in the area of enterprise architecture, SOA, and use of the next generation Web.  Dave was also the former CEO of BRIDGEWERX.   Moreover, Dave was the CTO of Grand Central Communications, CTO of Mercator Software, and CTO of SAGA Software, as well as holding key technology leadership positions at Mobil Oil, EDS, AT&T, and Ernst and Young.  

Dave was an associate professor of computer science for eight years, and continues to lecture at major technical colleges and universities. 

Dave keynotes at many leading technology conferences, and has several well read columns and blogs.   Dave has authored 10 books, 3 which were best sellers, including the ground breaking books Enterprise Application Integration and B2B Application Integration.

 

Steve LoCicero

Mr. Steve LoCicero is a Technical Fellow with Northrop Grumman Information Systems with 23 years of experience developing computer solutions in the Command and Control (C2) arena. He is the Technical Director for the NG JC2MS Operating Unit which is responsible for the production of GCCS-J, GCSS-J, and C2PC/JTCW.
Mr. LoCicero has worked as a software engineer and later systems engineer on many major C2 systems culminating in a lead architect role. Currently focusing on net-centric technology application to the C2 problem space, Mr. LoCicero is actively participating in the Net-Centric Command Capabilities (NECC) initiative out of DISA.

 

Mike McDuffie, LTG USA (Ret.)

Mike McDuffie is a retired Lieutenant General with over 31 years experience in the U.S. Army and Joint assignments. After being drafted into the Army in 1969 and graduating from Officer Candidate School, McDuffie was commissioned as an Infantry Officer in 1970. He graduated from Army Flight Training in 1971 and became an Army Aviator and attack helicopter pilot. He flew attack helicopters in Vietnam, and later commanded three companies in the 1st Infantry Division, Fort Riley, Kansas.  Follow on commands were a battalion and Division Support Command in the 101st Airborne Division, AASLT at Fort Campbell, Kentucky and the 1st Corps Support Command (Airborne) at Fort Bragg, North Carolina.  General McDuffie served two tours on the Army Staff, served as the J-4, United States European Command, and two tours on the Joint Staff, JCS culminating as the J-4, Joint Staff in his last assignment.

Dr. David McQueeney is the Chief Technology Officer and the Vice President of Technology and Strategy, IBM Federal

Before taking on this role, he led IBM Global Services Intellectual Property and Global Competencies team where he was responsible for developing and deploying the business and technical strategies, methodologies, and professional skills that maximize the creation of business value for IBM’s customers. His work draws on a broad range of intellectual capital across the services team as well as IBM’s research and development laboratories.

 

Jarl S. Magnusson

Jarl S. Magnusson is a Principal Consultant and Senior Business Developer for Information Resource Management (IRM) at Det Norske Veritas (DNV) USA Inc. He has recently relocated to Houston, TX where he is now focusing on supporting Energy and Environmental sectors with Information Governance services. Jarl retired from the Swedish Defense in 2004 as the SES/Strategic Specialist for IRM. He has an education in Computer Science from Vaxjo College and he has authored and co-authored five books. Jarl is a well known speaker, network-builder and solutions provider.

Dr. Frank Perry

Dr. Perry is the Chief Engineer for SAIC’s System and Network Solutions Group and a Senior Vice President.
As the senior technical authority across the Group, Dr. Perry is responsible for technical leadership and engineering oversight for all programs in the CMMI Level 5 certified Group of nearly 10,000 people whose charter spans Command and Control, Communications, Networking, and Integrated Security.
 
Rich Pethia

Richard Pethia is the Director of the CERT Program at Carnegie Mellon University’s Software Engineering Institute (SEI). The mission of the CERT Program is to identify, develop, apply, and broadly transition new technologies and practices that improve security: system development & maintenance; system management, operation & monitoring; threat & vulnerability identification & mitigation; incident response; and forensics investigations.  The CERT Program grew from the CERT Coordination Center (CERT/CC) that Mr. Pethia established in 1988 with DARPA sponsorship. The charter of the CERT/CC was to serve as a focal point for reporting and responding to security vulnerabilities, to respond to security emergencies on the Internet and to serve as a model to help others establish Computer Security Incident Response Teams.  The CERT Program draws heavily on the security incident and vulnerability data gathered by the CERT/CC to further its applied research and development agenda. The SEI has operated the CERT/CC since 1988, and has provided a central response and coordination facility for global information security incident response and countermeasures for threats and vulnerabilities.

 

Von Richardson, BG USA (Ret.)
DoD IT Programs

Brigadier General Velma “Von” Richardson, USA Retired, leads DoD Information Technology efforts in Lockheed Martin’s Washington Operations unit.  In this position, she supports Washington-based Department of Defense CIOs and other IT leaders in identifying priorities, increasing program visibility, taking new technology directions, and recommending innovative IT solutions as their missions evolve.  In this Government Affairs role, Von manages executive branch customer relationships with US Army, Air Force, Navy, Marine Corps, DISA, and OSD senior leaders, and strives to understand core DoD IT and Services missions, as well as IT-related defense acquisition strategies. 

Von assists LM business units with customer relations and helps program managers overcome funding challenges to develop cost-effective and competitive proposals.  In the last two years, Von has focused on corporate priority and key DoD IT programs including USACE-IT, ITES-2S, ENCORE II, CR2, CENTCOM, ITA, Global Military Mail, OPTARSS, and AFRICOM. 

Von is a strong advocate for Warfighter IT and systems and is following the DoD’s new Stability Operations role.  Von is also a member of LM’s Joint and Army Customer Focus Teams.  She co-chairs the LM AFRICOM IPT, and serves on the board of directors for The ROCKS.  Before joining Washington Operations, Von served as VP and DoD Customer Relations Executive (CRE) with Lockheed Martin Information Technology (LMIT).

 

Judy Smith
Director, Strategic Initiatives
Northrop Grumman Electronics Systems

Ms. Smith serves as Sector Director, Mission Assurance, for Northrop Grumman's Electronic Systems (NGES) sector headquartered in Baltimore MD.

Ms. Smith received her bachelor’s degree in electrical engineering from the Johns Hopkins University, her master’s degree in computer science from the Johns Hopkins University, and her MBA from the University of Baltimore. She has completed several telecommunications management courses at the University of Maryland.  She is a black belt in LEAN/6 Sigma.

Ms. Smith has 30 years’ experience in key management, advisory, and leadership positions providing support to agencies within the Department of Defense (DoD).  Her focus has been executive level strategy and technical delivery for enterprise architectures, IT strategy and policy, and IT process engineering.   Prior to joining Northrop Grumman in 2006, she began her career at Westinghouse and has held leadership positions at Lockheed Martin, GTE, and Booz Allen Hamilton. Additionally, she was the managing partner for OnPoint Consulting.

  

Stephen Spoonamore

Mr. Spoonamore is a successful entrepreneur and technologist with 25 years in leadership positions in IT Architectures, High Technology Facility Construction and Environmental Technologies.  He has founded, or co-founded 14 companies including Cybrinth, z-Weave, FreePlay, DVDojo, CPR-Group, Circestrion and Global Strategic Partners.

Several have been sold to large, well-known Global 1000 firms.  He has developed patented technology in Measuring Risk in IT Systems, Elimination of shadows in Computer Visioning, and image transmission compression systems for digital TV.   His clients have included:  GE, GM, IBM, Boeing, CSX, MasterCard, Citibank, ABC, NewsCorp, Apple Computer, numerous federal agencies and several overseas governments.

Mr. Spoonamore is currently a partner as Global Strategic Partners a firm dedicated to solving complex international problems for G1000s.  His current projects include:   An Audit System for an FSU Nation's Central Bank in an effort to get compliance with EU Standards, A GreenField Build of a MidEast Nations Central Bank, which at this time is still using paper ledgers,  A global communications network for one of the world's largest religious orders, and a system to protect communications for western journalists working in hostile nations.


 
Rob Walker

Rob Walker joined Oracle’s National Security Group management team in May 2008 through its acquisition of BEA Systems.  His role at Oracle is to develop strategies to help customers and partners accelerate their transition to net-centric solutions using key enterprise technologies.

Rob joined BEA’s management team in May of 2004 to serve as a key influencer of strategies for the company’s Public Sector business. His role was to coordinate and communicate across the various public sector accounts to leverage the base of acceptance of BEA’s comprehensive service oriented architecture solutions throughout government organizations and enterprises.  He was instrumental in articulating the value of BEA technology for transitioning mission critical capabilities to a service oriented architecture approach with the US government customer and its global partners.

Rob came to BEA from the government as a major program manager at the Defense Information Systems Agency where he managed the development of an SOA strategy around a program called Net-Centric Enterprise Services (NCES).  While at DISA he also managed the software production of the Common Operating Environment (COE) which was foundational software for the fielding of the Global Command and Control Systems (GCCS) common operational picture (COP).  As the Program Manager for NCES he led a team to define an approach for transforming DoD computing infrastructure to a service oriented architecture further enabling the DoD’s capabilities-based net-centric vision.   

 

Rose Wang

Ms. Wang co-founded Binary Group in 1996. Binary’s initial focus was a "Rent-A-CTO" practice – providing highly technical enterprise infrastructure and business strategy consulting services to the telecommunications and DotCom industries. After 9/11, Ms. Wang re-focused Binary to the National Defense industry, translating commercial best practices and technical skills to serve the Federal Government.

Today, Binary Group is a management & technology advisory firm dedicated to the Federal Government – serving its mission-driven leaders with enterprise-level responsibility in IT. Through strategic IT program support services Binary connects the dots for customers through its Strategy, Architecture, Governance, and Engineering services – getting them from Point A to Point B in the business transformation path.

Ms. Wang holds a post-graduate degree in computer science from the University of Houston.

 

Greg Wenzel

Booz Allen Hamilton

Greg Wenzel is a Vice President with Booz Allen Hamilton’s Global Information Technology Team providing leadership in Advanced Enterprise Integration focusing on emerging technologies applied to solve client business needs.  He has specialized in distributed computing solutions and has experience that includes intelligence community systems, tactical warfighting systems, commercial web based systems, and advanced distributed simulation.  He is a recognized leader in leading edge solutions specifically in the areas of Business to Business (B2B) exchanges, Service Oriented Architectures (SOA), distributed simulation, grid computing, and Net-Centricity.  He is currently focused on the Net-Centric transformation of IT systems in DoD.   He is working with ASD/NII, USD(I), DISA, DNI, Army and the Air Force to architect and implement Net Centric solutions across the DoD enterprise.

From 2000 – 2001, Mr. Wenzel served as Chief Architect for several commercial B2B exchanges while at the Booz Allen commercial spinoff, Aestix.com.  Prior to Aestix, he was Chief Engineer for several distributed applications supporting multiple clients across the DoD.  These clients included DARPA, DIA, DCA-C4S (DISA), Air Force, and Army.

Mr. Wenzel holds a BS in Computer Science from Clarion University of Pennsylvania and a MS in Computer Science from Johns Hopkins University.

 

Jack White
Technology Director

Jack White is the Technology Director for the Enterprise Solutions Division (New Vectors) at Altarum. Mr. White was named Vice President of Altarum's predecessor organization, ERIM, in 2000. As Vice President, he was responsible for ERIM's strategic planning and technology programs. Mr. White has more than 25 years experience in the design and implementation of computer-based manufacturing systems. Mr. White has participated in the development and deployment of several information standards for manufacturing.
