Better Buying Power and Agile Methods
On February 15 ADAPT held an Open Meeting was to solicit community input on how Agile methods can influence DoD Better Buying Power 2.0, and to identify the appropriate DoD Better Buying Power 2.0 focus areas where agile methods could make the most impact. This data formed the foundation for developing the paper on contributions of Agile Methods to the DoD Better Buying Power 2.0 initiatives to be submitted to Mr. Frank Kendall, USD (AT&L).
Purpose of BBP 2.0
The purpose of Better Buying Power is to “achieve greater efficiencies through affordability, cost control, elimination of unproductive processes and bureaucracy, and promotion of competition. BBP initiatives also incentivize productivity and innovation in industry and Government, and improve tradecraft in the acquisition of services.”
The Goal of BBP 2.0 is to "deliver better value to the taxpayer and Warfighter by improving the way the Department does business.”
Agile methods can contribute to the achievement of the following BBP 2.0 focus areas:
- Achieve Affordable Programs
- Incentivize Productivity & Innovation in Industry and Government
- Eliminate Unproductive Processes and Bureaucracy
- Promote Effective Competition
Participants also felt that change in the following BBP 2.0 focus areas was necessary to enable Agile methods:

The purpose of the Agile in Defense Summer Workshop is to dig deeper into how Better Buying Power and IT Acquisition transformation is supported by Agile methods, and to examine specific actions that can be recommended to improve use of agile in DoD Acquisition.
